Why Do Window Blinds Need To Be Open During Takeoff & Landing?

Many airlines require window blinds to be opened during taxi, takeoff, and landing. The practice is uncommon in the US, and only a few US airlines "encourage" passengers (particularly those seated in emergency exit rows) to have their blinds open during these times.
