Cathay Pacific is by far the dominant airline in Hong Kong, but it is not the only one. There have been several others competing over the decades. At least two of these (Dragonair and Hong Kong Express) have been acquired by Cathay Pacific. Hong Kong Airlines has remained separate, offering competition on regional routes since 2006.
